How to Obtain Fire Prevention and Fighting Approval for Warehouses

1. Identify Whether Your Warehouse Requires Fire Safety Approval

According to Appendix V – Decree 136/2020/NĐ-CP, warehouses with an area of 300 m² or larger, especially those storing flammable or explosive materials, are required to obtain fire safety approval.

2. Prepare Fire Protection Design Appraisal Documents (Construction Phase)

If your warehouse is under construction or not yet built, you must apply for fire design appraisal before construction:

Required Documents for Fire Design Appraisal:

Application form for fire protection design appraisal
Fire protection system drawings (fire alarms, fire extinguishing systems, emergency exits, water tanks, etc.)
Fire protection design explanation
Information on building structure, function, and scale
Legal project documents (investment decision, construction license, etc.)

Submit to: Fire Prevention and Fighting Police Division (PC07) of your province/city.

3. Fire Safety Acceptance Testing

After completing the construction according to the approved fire safety design, you must apply for fire safety acceptance testing.

Required Documents for Fire Safety Acceptance:

Application form for acceptance
Test reports for fire protection systems
Certificates of fire equipment inspection
Completion drawings
Firefighting team training records

4. Apply for Certificate of Fire Prevention and Fighting Approval

After the system is approved, submit a request for the official certificate.

Required Documents:

Application form for certificate
Acceptance testing record
Internal firefighting team establishment decision
Fire safety signage, rules, and emergency instructions
Firefighting plan approved by authorities

5. Processing Time & Fees

Approval time: 10–15 working days
Fee: approx. 1.5 to 5 million VND depending on the project scale (per Circular 258/2016/TT-BTC)

6. Notes

Must have fire extinguishers, alarms, exit lights, and escape routes installed
Regular fire safety training for warehouse staff is required
Conduct periodic checks and keep safety logs
